Expand unauthorized vehicle tracking restrictions

To amend a <a href="http://www.michiganvotes.org/2009-SB-325">recent law</a> that banned placing a tracking device on a person’s vehicle without permission, to specify that law enforcement could only track a vehicle this way if they got a warrant. Also, to ban tracking a person’s location by use of a GPS in their cell phone without permission or a warrant.
