To expand to include residential property owners a <a href="http://www.michiganvotes.org/2009-HB-5640">2010 law</a> that gives local governments the power to lend a property owner money for “energy efficiency improvements” or a “renewable energy system,” borrow money themselves to pay for the loans, and then levy a special assessment on the property, from which the government borrowing would be repaid.
