To prohibit future double-dipping by government employees who are collecting a pension, and then go back to work and simultaneously collect a pay check from the previous employer either directly or indirectly as a contract worker. The prohibition would be on the government employers, but would not apply to any employees who are already double-dipping before it is enacted.
