To require auto insurers to pay to the Michigan Catastrophic Claims Association a share of the nonrefundable portion of a canceled insurance policy equal to the standard annual per-vehicle MCCA assessment (except pro-rated for the amount of time the policy was in effect). MCCA is a reinsurance provider established by the no-fault auto insurance law, that covers unlimited vehicle accident medical claims above $500,000.
