Waive electric utility competition cap for “advanced meter” refusers

To waive a 10 percent cap on the number of electric utility customers who can buy power from a provider other than a regulated monopoly, if the monopoly wants to install an “advanced meter” and the customer does not want one. The current 10 percent cap on customer choice replaced a electricity competition law enacted in 2000, and was adopted in 2008 in return for the state’s largest utilities going along with a <a href="http://www.michiganvotes.org/2007-SB-213">10 percent “renewable” energy</a> mandate.
