To exempt local governments or public school districts from the law requiring public employees to pay at least 20 percent of their health insurance fringe benefits (or alternatively, accept a cap the value of those benefits) if the union and local government officials agree to “modify” their existing collective bargaining agreement to provide more generous benefits. This 2011 <a href="http://www.michiganvotes.org/2011-SB-7">government employee “80/20” law</a> specified that the provision goes into effect as existing collective bargaining agreements expire.
