Require property taxes go down with lower property values

To place before voters in the next general election a constitutional amendment establishing that if the assessed value of a person’s real property (land and buildings) goes down, or increases by less than the rate of inflation, then the “taxable value” on which property taxes are based must also be reduced for taxes levied in the following year.
