Allow “retired” teachers to “double dip” as substitutes

To explicitly allow former school employees now “retired” and collecting monthly pension checks to also get collect a regular paycheck for substitute teaching, while still collecting their full pension checks. The bill also clarifies that certain statutory limits on such “double dipping” also apply if the “retired” employee is collecting compensation as an “independent contractor”.
