Expand government “conservation district” powers

To expand the powers and duties of the 79 government “conservation district” authorities in the state. Among other things the bill would empower these authorities to create “management plans” for private forestland under certain circumstances. Senate Bill 1059 would also require these authorities to certify the management plans required by forestland owners seeking certain property tax breaks, and authorize certain state grants to the authorities.
