Establish procedures for disincorporating a village

To establish procedures for disincorporating an incorporated village. If 15 percent of registered voters in the village signed a petition, this would trigger an election on the question. Disincorporation would require a 60 percent supermajority of the votes cast. If the village council created its own plan for an orderly process, disincorporation would require a simple majority of votes cast in the village and surrounding township.
