Authorize limited supervised doctor’s license

To authorize a “supervised physician limited license” that would allow medical school graduates who meet certain criteria to practice under the supervision of a doctor, and grant them a full license after five years of supervised practice. This would apply to individuals who have met all the requirements for licensure except certain post-graduate education, but were not able to get into a school providing that education after applying and being denied at least 10 times.
