To establish that, if Senate Bills 21 and 802 become law (which would require state agencies to create a budget development "strategic mission” and goals, with spending plans listing amounts they plan to spend on each program), then a statutory requirement that agency officials must notify the legislature if amounts appropriated won’t provide the level of service assumed in the budget would be repealed.
