Give Medicaid benefits to more middle income families

To exclude income from a “pooled trust” from consideration in whether a person’s income exceeds Medicaid eligibility caps. Note: Medicaid was intended to provide medical care to the poor, but many middle class families arrange their financial affairs in a way that allows them to shift the cost of nursing home care onto this social welfare program.
