To require the Department of Human Services (the state welfare department) to verify the legal U.S. residence status of every person who applies for various kinds of welfare benefits using the federal “e-verify” system, and not provide welfare if the department cannot confirm legal status. If the federal system “renders a negative confirmation of legal residency status,” the department would be required to forward the relevant information to state, local or federal law enforcement officials.
