To increase the current 19 cents per gallon for gasoline and 15 cents for diesel by instead levying 12 percent on the wholesale price of fuel. At a pump price of $3.50 for gasoline this would be a tax of around 35 cents per gallon, a 16 cent per gallon increase. The actual percentage rate would be adjusted by the state on a quarterly basis.
