To preempt local governments from imposing on “jitneys” the restrictive regulations that currently apply to “limousines,” which generally have the effect of banning this alternative form of public transportation. Jitneys are privately owned, shared ride services that use a regular passenger cars or vans traveling along a semi-fixed route.
