To essentially prohibit on a gradual, phased-in basis the operation of older commercial diesel trucks, buses, school buses, and construction equipment unless their motors are replaced or retrofitted to standards specified in the bill, subject to a $5,000 per day fine for violations. The bill essentially replicates a California law with some exceptions, and among other things would mandate annual truck smoke and tampering inspections with a $40 fee; authorize taxpayer subsidies for diesel retrofits; impose a new tax on leases of diesel farm or construction equipment; impose a truck-idling limit of five minutes in any hour (subject to a $750 fine) and registration of all diesel engines over 50 horsepower including farm tractors; and much more. This would all apply only to trucks registered or garaged in Michigan, not ones just passing through.
