Extend Detroit School District special treatment

To reduce from 100,000 to 40,000 the number of students that qualify the Detroit school district to be the state’s only “school district of the first class,” which allows it to be exempted from some regulations that apply to other districts, and to subject it to some regulations that don't apply to other districts. The district had fewer than 66,000 students in the 2011-2012 school year.
