To prohibit and authorize penalties for the unauthorized interception or tracing of a broad range of electronic communications and information technologies, and for producing or possessing a device intended to do this, with certain exceptions allowing service providers to operate their networks. The bill would require the state Supreme Court to appoint five circuit and appeals court judges as “judges of competent jurisdiction” empowered to authorize warrants for law enforcement agencies to intercept communications covered by the bill.
