To “dock” or suspend the pay of legislators and the Governor until federal health care law's ("Obamacare") Medicaid expansion authorized by <a href="http://www.michiganvotes.org/2013-HB-4714">House Bill 4714</a> goes into effect in late March or early April (depending on when the 2013 legislative session ends). The expansion does not begin on Jan. 1 because the Senate did not provide sufficient votes for “immediate effect”.
