To repeal a ban on residents of another state collecting signatures on a ballot initiative or candidate nomination petition. Instead, non-resident signature gatherers would have to sign a statement agreeing to accept the Michigan jurisdiction in a legal proceeding related to state election laws. This provision was added when a federal judge in effect indicated he would invalidate the ban if the legislature did not repeal it.
