To place before voters in the next general election a constitutional amendment to cap legislator salary increases at the average rate of salary increases for state employees, or the rate of inflation, whichever is lower. The measure would also require legislators to pay at least 20 percent of the cost of health insurance benefits they receive while in office, prohibit any post-retirement health insurance benefits to lawmakers first elected in 2013 and on, and require previous legislators already collecting post-retirement health benefits to pay at least 20 percent of their cost.
