To mandate that 22 percent of the electricity sold by utilities come from non-conventional sources by the year 2023 (which in effect means more windmills). <a href="http://www.michiganvotes.org/2007-SB-213">Current law</a> mandates that 10 percent come from “renewable” sources by 2015.
