To create an exception for an “extreme weather event” (more than 1.4 inches of rain in an hour or 2.9 inches in a day) in a 2001 law that gives local governments immunity from civil liability for noneconomic damages caused by sewer backups, as long as they are not “substantially” at fault. Also, to allow local governments to create an administrative hearings process to adjudicate these claims.
