Authorize “parent trigger” charter school conversion

To establish that if 60 percent of the parents representing 51.1 percent of the students in an academically failed school submit a petition requesting it, or 51 percent of the parents and or 60 percent of the teachers, the school can be converted into a charter school. The procedures for actually authorizing the charter school would be the same that apply for current charters.
