To exempt directors of local property tax assessment bureaus who have held their position for at least two years from having to attain a more rigorous certification if the requirement to do so was triggered by the community’s total property value increasing to a level that requires the higher certification. Also, to allow a person with a lower certification to be hired for this position if no one with the higher level applies.
