To allow a voter who is outside the country to vote by email or other electronic means. Under a <a href="http://www.michiganvotes.org/2013-HB-4087">2010 law</a> overseas voters may receive their absentee ballots by e-mail, but they must be returned by regular mail and received before the polls close on election day.
