To require the Public Service Commission to establish an alternative methodology for determining rates paid under a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts. Among other things the alternative rate would have to compensate a net metering customer for value of electricity to “the electric provider, its customers, and society”.
