To create a state board to promulgate rules for the possession and use by police agencies and officers of surveillance technology, and require law enforcement agencies to file confidential monthly reports to this board detailing the devices they possess, whether and when these were used, why they were used, and the outcome. The bill was introduced in response to the controversial use by the Oakland County Sheriff Department of “Hailstorm” and “StingRay” cell phone tower simulator technology, which is capable of intercepting cell phone and mobile device data or voice communications.
