To allow local governments to issue traffic citations to motorists who illegally pass a stopped school bus based on images collected by automated cameras attached to school buses. There would be a “rebuttable presumption” that the vehicle’s owner was the driver, and if it was someone else the owner would have to provide a sworn affidavit identifying the actual driver. Local governments could contract out the installation and operation of the cameras on buses.
