To explicitly allow public school districts to let high school students take college-level concurrent enrollment courses at one or more postsecondary institutions that enter a partnership with the district, subject to various conditions and requirements specified in the bill. These allow a student to earn both high school and college credits. Tuition would be paid by the school district at a negotiated rate. Senate Bills 745 and 746 would establish as the “intent of the legislature” – but would not require – that tuition would be at a rate that covers the college or university’s marginal cost for the class and which does not exceed its in-state tuition rate.
