To establish a process whereby a public school district experiencing “conditions of fiscal stress, a deficit, or a potential financial emergency” can apply for “technical assistance” from the state including data analysis tools, so as to avoid further state intervention. The bill would also give the state Superintendent of Public Instruction or the state Treasurer the authority to require a public school district experiencing financial stress to submit periodic financial status reports as specified in the bill.
