To increase the per student school aid “foundation allowance” for lower spending school districts to a level defined in the bill, and lower it for higher spending districts. In the fiscal year that begins on Oct. 1, 2015 the reduction would be $219, $220 in the following year, and $225 in the third year. Charter schools would get the minimum foundation allowance.
