To revise the law that authorizes forfeiture of property seized in connection with an alleged illegal drug crime, so it would prohibit forfeitures unless the owner is actually convicted. Property that that cannot be lawfully possessed or is dangerous to public health or safety could still be taken. Also, to establish that a law enforcement or other official who “negotiates for forfeiture in violation” of the proposed conviction requirement is guilty of misfeasance in office. The definition of property subject to forfeiture under this law is extremely broad.
