To increase the annual vehicle registration (license plate) tax by $100 per vehicle, and earmark the revenue to paying down some $2 billion in debt incurred by the previous two administrations (Granholm and Engler) for road repairs. Annual debt service on this borrowing currently costs the state road repair budget some $200 million annually. Supposedly the higher tax would end after five years.
