To transfer governance of the Detroit water and sewer system to a regional “alliance” controlled by a nine-member board with three members appointed by the Detroit mayor or council, three appointed by the governor (two of these from outside Detroit), and one each by the Wayne, Oakland and Macomb county executives. House Bill 4771 would give the state Public Service Commission the power to regulate the entity’s rates and fees.
