To require off road vehicle users who drive on the shoulder of a road to have the same kind of liability insurance that ORV dealers must have when they rent out an ORV or let someone take a test drive. (Or alternatively, have a regular auto insurance policy that covers the liability.) Shoulder-riding was permitted in some counties by a <a href="http://www.michiganvotes.org/Legislation.aspx?ID=52465">2008 law </a> and expanded by a <a href="http://www.michiganvotes.org/2013-HB-4299">2013 law</a>.
