To allow local governments to impose a permit mandate on closed recycling bins placed to collect used clothes, shoes, books, etc. (“textile recycling bins”), which would include bins placed by second hand shops and charitable institutions. Permit-applicants would have to pay annual fees and meet specified registration and location requirements. However, local governments could not impose an outright ban on bins.
