To expand a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts, so it would also apply to so-called “community renewable energy gardens,” in which a number of people subscribe to a larger solar or wind facility that sells electricity to the utility and distributes the proceeds to subscribers in the form of credits on their electric bill. The bill specifies that the credits would be reduced by the cost to the utility of accommodating this activity.
