To impose state regulations and restrictions on “transportation network companies” like Uber and Lyft. The bill would allow Detroit, municipal airports, and groups of municipalities (such as a possible scheme involving Lansing and East Lansing) to impose additional regulations, restrictions and potentially outright bans on the services. Also, to allow Detroit to enforce and expand the scope of a protectionist city regulatory regime on “limousines,” by increasing the capacity limit of vehicles subject to the city's restriction. The limousine regulations have the effect of limiting competition to the taxi cartels that are protected by the city. See also Senate Bill 188.
