To impose a regulatory regime prescribing extensive and detailed standards of care on keepers and breeders of large carnivores, with exceptions for shelters and some existing owners. The main effect of the bill would be allow five municipal zoos in Michigan (Detroit, Lansing, Grand Rapids, Saginaw and Battle Creek) to breed large carnivores.
