To allow Detroit to expand the scope of a protectionist city regulatory regime on “limousines,” by increasing the capacity limit of vehicles subject to the city's restrictions from ones that carry six or fewer people including the driver to ones that carry eight or fewer. The bill would also lower the city population threshold in a law that authorizes Detroit to impose these regulations, to reflect the city's shrinking population. The limousine regulations have the effect of limiting competition to the taxi cartels that are protected by the city.
