To repeal an appropriation that was attached to the bill that became the state law ending the straight party ticket option on Michigan ballots, enforcement of which has been suspended by a federal court. Adding an appropriation to a controversial bill is sometimes done by legislative majorities to make them ineligible for a petition-generated referendum. Under the Constitution, a bill with an appropriation is not subject to a popular referendum (so adding an appropriation makes the bill “referendum-proof”).
