To prohibit the sale and use of consumer fireworks in Wayne, Oakland, Macomb and Kent Counties, unless a local government there votes to allow it. Where they are allowed the fireworks would be regulated by the <a href="http://www.michiganvotes.org/2011-HB-4293">2011 state law</a> that permitted the sale and use of these fireworks.
