To establish a legal definition of “dangerous dog” based on specific behaviors and with exceptions for specific circumstances (such as if a person willfully provokes or torments a dog). The bill creates procedures for petitioning a court to have an animal declared a dangerous dog; imposes new registration, insurance, fencing and other control requirements; and authorizes up to four years in prison if a dangerous dog owner fails to comply.
