To make a presidential candidate who requests a state recount to pay 100 percent of the cost if the result show the person still would have lost by 5 percent or more. The bill’s effect would be retroactive, which (if upheld by courts) would make 2016 Green Party candidate responsible for a recount she orchestrated along with Democratic Party operatives following the Nov. 8, 2016 general election won by Donald Trump in Michigan.
