Revise unemployment insurance improper claims details

To lower the cap on the amount of improperly paid unemployment benefits that can be withheld from future benefits or garnished from the wages of a person ordered to pay back improperly paid unemployment benefits. The current cap is 50 percent and the bill would make this 20 percent.
