To impose a permit mandate on commercial hunting guides. Guides would have to file detailed annual reports on their guide activities, carry $1 million in liability insurance, have a CPR certificate and more. Guiding without the permit would be subject to a $2,000 fine, and the permit would cost $150 every three years. Senate Bill 1070 imposes this on fishing guides.
