That status became obsolete with the passage of Obamacare and a <a href="http://www.michiganvotes.org/2013-SB-61">2013 state law</a>, which turned the money over to an new entity directed to distribute it to various health-related programs selected by a board of political appointees, which essentially augment government medical welfare and public health programs.
