To revise language and procedures specified in a 2008 law requiring the Department of Transportation to determine the most cost effective pavement types to use in Michigan. Among other revisions the bill makes more explicit a requirement that the Department consider the life-cycle cost of a road project when awarding contracts, instead of just the initial cost. The bill would also permit more pavement construction and material demonstration projects.
